The World Food Programme (WFP), 2020 Nobel Peace Prize Laureate and the world’s largest humanitarian organization, is seeking a Consultant to lead the Review of the Lesotho Food & Nutrition Strategy and Costed Action Plan (LFNSCAP) 2019–2023.

This is an opportunity to contribute to reshaping Lesotho’s approach to multi-sectoral food security, nutrition, and development through actionable, evidence-based insights.

🔍 Objectives of the Role:

• Assess the impact and effectiveness of the 2019–2023 LFNSCAP.

• Identify gaps, lessons learned, and emerging issues.

• Recommend frameworks and strategies for the next multi-year plan.

• Analyze coordination, budgeting, and results-based performance across sectors.

🎯 Scope of Work Includes:

• Evaluation of 11 Key Result Areas (KRAs).

• Review of institutional and coordination mechanisms.

• Analysis of financing frameworks and implementation challenges.

• Recommendations for improved multi-sectoral planning, particularly in areas of climate resilience, gender equality, and food rights.

📘 Key Qualifications:

• Master’s degree (or higher) in Monitoring & Evaluation, Nutrition, Economics, Development Studies, or related fields.

  
  
  

• Strong expertise in:

  • M&E frameworks: ToC, LogFrames, RBM

  • Quantitative & Qualitative data analysis

  • Budget tracking and costing strategies

    
    
    

• Proficiency in SPSS, Power BI, or Tableau

• Deep understanding of the SDGs, SUN Movement, and global nutrition frameworks

  
  
  

• Experience working with government ministries, UN agencies, and civil society in Sub-Saharan Africa
