Project Overview
The Government of Lesotho, through the Ministry of Environment and Forestry and under the Lesotho Meteorological Services (LMS), is currently implementing a three-year climate-related initiative titled “Enabling Lesotho’s Enhanced Transparency Framework”, with funding from the Global Environment Facility (GEF) and support from the United Nations Environment Programme (UNEP). The project, running from January 2023 to December 2026, is aimed at building Lesotho’s capacity to generate and report accurate climate data to the UNFCCC, support climate policy development, and strengthen monitoring and evaluation systems.

National Legal Framework Consultant
This role requires a qualified and experienced legal consultant to work with a team of national and international experts to develop legal and institutional frameworks related to climate transparency under the Paris Agreement.
Key Responsibilities:
- Provide legal expertise for drafting and finalizing the Climate Change Bill
- Ensure the Bill reflects the Enhanced Transparency Framework and supports the creation of a Climate Transparency Unit
- Assess existing national legislation to propose aligned institutional arrangements
- Collaborate with local stakeholders, government bodies, and project consultants
- Support the adoption process of the legal frameworks through national processes
