About the Project
The Advancing Gender Inclusive Finance (GIF) Policies Phase II Project (June 2023 – June 2027), funded by Sida, is designed to enhance women’s access to financial services by empowering AFI members to build gender-inclusive financial ecosystems. Phase II builds on the progress from Phase I while addressing new challenges, prioritizing country-level support, technical capacity building, and intersectional needs such as climate vulnerability and digital financial services.
Objective of the Evaluation
AFI seeks a qualified consultant or team to carry out a mid-term evaluation of the project. This review will assess:

- Relevance of activities to AFI members’ needs
- Efficiency and coordination of implementation across AFI teams and partners
- Contribution of outputs to effective gender-inclusive financial policy
- Behavior change among policymakers
- Potential for long-term sustainability of outcomes
- Recommendations for updating the Theory of Change and activity plan
Scope of Work
- Conduct desk reviews of all project-related documentation
- Develop an evaluation matrix with methodology, research questions, and workplan
- Conduct virtual interviews with AFI staff, member institutions, and partners
- Analyze data, provide weekly progress updates, and deliver key findings
- Prepare presentations and submit a final report with recommendations

Consultant Profile & Requirements
- Advanced degree in international development, finance, economics, or related field
- Minimum 8 years of experience in project evaluations, especially in emerging economies
- At least 10 years in international development; background in gender or financial inclusion preferred
- Strong grasp of qualitative and quantitative research, and report writing
- Familiarity with OECD/DAC evaluation standards and Sida guidance
- Fluency in English (spoken and written)
