Position Title: Finance Officer
Directorate: Finance
Grade: C1
Reports to: Financial and Managerial Accountant
Location: Maseru, Lesotho
Contract Type: Full-Time

Purpose of the Role

To support the Finance Directorate in executing payment processing, financial data capture, banking, and finance-related administrative tasks in compliance with accounting standards and the CHE Finance Policy.

Key Responsibilities

1. Payment Processing

  • Verify documentation on invoices before processing payment vouchers.
  • Ensure tax compliance when processing payments and submit deductions to the Lesotho Revenue Authority.
  • Resolve invoice discrepancies, reconcile supplier statements, and issue proof of payments (POPs).
  • Maintain supplier communication and collect receipts.

2. Data Capturing & Financial Reporting

  • Generate and process invoices for Higher Education Institutions (HEIs).
  • Record financial transactions accurately in the accounting system.
  • Prepare regular finance reports and assist in financial coding.

3. Cash Management & Banking

  • Track working advances and returns from staff and committee members.
  • Ensure all incoming revenue is banked and accurately recorded.
  • Issue receipts and acknowledge proof of payments for clients.

4. Finance Office Administration

  • Stamp processed vouchers as “paid” and file them accordingly.
  • Maintain up-to-date payment records and ensure document accuracy and availability.
  • Keep the payments register current and compliant with CHE policy.

Minimum Qualifications & Experience

  • Academic Qualification: Technician Accounting or Diploma in Accounting (or equivalent).
  • Work Experience: At least 2 years in a finance-related role.

  • Sound knowledge of basic accounting principles.
  • Analytical thinking and attention to detail.
  • Accuracy in handling financial figures and spreadsheets.
  • Reliability and organizational discipline.
