About LCA
The Lesotho Communications Authority (LCA) is a statutory body established under the Communications Act of 2012 to regulate the ICT, broadcasting, and postal sectors in Lesotho. As part of its strategic direction and regulatory mandate, LCA is seeking to appoint a Chief Economic Affairs Officer to lead its Economic Affairs Division.
Job Summary
Reporting directly to the Chief Executive Officer, the Chief Economic Affairs Officer will provide strategic leadership in economic regulation and oversee corporate project implementation. The role ensures fair market practices, effective project delivery, compliance with regulatory frameworks, and continuous improvement of internal processes. The officer will also guide the division’s strategic direction and stakeholder engagement.
Key Responsibilities
1. Economic Regulation
- Lead the development and enforcement of economic regulatory policies
- Oversee market assessments and tariff regulation
- Engage with industry stakeholders to promote fair competition
- Ensure compliance with economic regulations and prepare accurate reports
2. Corporate Project Management
- Plan, coordinate, and manage corporate projects in line with strategic goals
- Allocate resources effectively for project execution
- Identify and mitigate project risks
- Monitor progress to ensure projects are delivered on time and within budget

- Lead and mentor the Economic Affairs team
- Promote continuous staff development
- Build relationships with key regulatory and industry stakeholders
4. Compliance and Reporting
- Ensure all regulated entities meet required standards
- Lead audits and data reporting activities
- Monitor and evaluate regulatory performance to drive improvements
- Oversee budget and resource planning for the division
5. Continuous Improvement and Innovation
- Improve systems and processes within the division
- Introduce innovative tools and best practices for regulation and project management
- Stay current with international trends to enhance policy frameworks
- Foster cross-functional collaboration across departments
Qualifications and Experience
Option 1:
- Master’s degree in Economics (or a related field)
- Minimum 5 years of work experience in economics, with at least 3 years in a managerial role
Option 2:
- Bachelor’s degree in Economics (or a related field)
- Minimum 7 years of work experience, including 3 years in a managerial role
