Project Context
The Ministry of Gender, Youth and Social Development (MGYSD), through the Pathways to Sustainable Livelihoods Project (PSLP), is implementing reforms to improve the equity, efficiency, and responsiveness of Lesotho’s social assistance programs. These include the Child Grant Program, Public Assistance, Disability Grant, Old Age Pension, and Orphans and Vulnerable Children Bursary program.
Under Component 3 of the PSLP, the Ministry is transitioning from in-person cash payments to digital payment systems. As part of this digital rollout, the Ministry is recruiting a Data Clerk Supervisor to ensure smooth and accurate data collection and entry operations.
Assignment Overview
The Data Clerk Supervisor will manage and support a team of data clerks and enumerators, ensuring the accurate and efficient handling of beneficiary data. The role is critical to the success of the Ministry’s digital transformation of its payment systems and broader social assistance delivery goals.
Key Responsibilities

Supervise, mentor, and train data clerks and enumerators.

Oversee data entry activities for the rollout of digital payment systems across MGYSD programs.

Monitor data accuracy, identify inconsistencies, and implement corrective actions.

Manage field operations, data workflows, and ensure timely completion of tasks.

Ensure proper use of data collection tools and IT systems.

Enforce data confidentiality and security standards.

Support monthly and quarterly reporting on digital payment activities.

Compile and submit data quality reports to the Social Assistance Manager.

Promote collaboration and problem-solving within the data team.
Minimum Qualifications
-
Bachelor’s Degree in Information Technology, Statistics, or Computer Science.

Minimum of 3 years of relevant experience in data management and supervision.

Demonstrated experience leading field-based data collection or administrative teams.

Proficiency in Microsoft Excel and general data processing applications.
-
Excellent organizational and time management skills.

Strong understanding of data integrity, database management, and electronic recordkeeping.
Preferred Competencies

Strong leadership and communication skills.

High attention to detail and accuracy.

Ability to meet tight deadlines and manage competing priorities.

Experience working with vulnerable populations or in social protection programs is an advantage.
