About PDAC

The Persons with Disability Advisory Council (PDAC) is an independent statutory body established to uphold and advance the rights, inclusion, and well-being of persons with disabilities in Lesotho. In alignment with the Persons with Disability Equity Act of 2021 and international commitments such as the UN Convention on the Rights of Persons with Disabilities (UNCRPD), PDAC fosters inclusive policies, accountability mechanisms, and systems that empower all individuals.


Position Summary

PDAC seeks to appoint a dynamic and qualified Human Rights Manager to lead its legal, policy, and advocacy work. This pivotal role is suited for a passionate human rights practitioner with a proven track record in legal analysis, advocacy, and advancing disability rights.


Key Responsibilities

A. Policy Development and Legal Advisory

  • Formulate and implement disability rights strategies aligned with national and international frameworks (e.g. UNCRPD).

  • Provide legal advice and technical guidance to PDAC leadership and partners.

  • Contribute to the review and development of disability-inclusive laws and policies.

B. Advocacy and Awareness

  • Lead strategic advocacy campaigns to promote disability inclusion.

  • Represent PDAC at national, regional, and international forums.

  • Develop and disseminate information and awareness-raising materials.

C. Monitoring and Reporting

  • Monitor national compliance with human rights obligations concerning persons with disabilities.

  • Maintain a database on rights violations and generate legal briefs and reports.

  • Prepare shadow reports and coordinate submissions to relevant human rights treaty bodies.



D. Stakeholder Engagement

  • Establish and maintain partnerships with government, civil society, OPDs, legal aid providers, and development partners.

  • Facilitate capacity-building sessions and stakeholder dialogues.

E. Legal Representation and Litigation Support

  • Represent PDAC in legal proceedings and strategic litigation involving disability rights violations.

  • Support access to justice by advising or coordinating legal support for affected individuals.



  • Liaise with legal professionals and bar associations to champion disability-inclusive jurisprudence.

F. Capacity Building and Training

  • Organize training and sensitization sessions for PDAC staff, public officials, and civil society.



  • Strengthen the legal and organizational capacity of Organizations of Persons with Disabilities (OPDs).


Qualifications and Experience

  • Minimum Qualification: Bachelor of Laws (LLB).

  • Preferred: Master of Laws (LLM) with specialization in Human Rights or Disability Law.

  • Minimum of 5 years of progressive experience in human rights advocacy, legal aid, or disability rights work.

  • Demonstrated knowledge of Lesotho’s legal framework and international human rights instruments.

  • Experience engaging with public institutions, OPDs, and civil society organizations.




Key Competencies

  • In-depth understanding of disability inclusion, legal empowerment, and social justice.

  • Excellent legal research, drafting, and reporting skills.

  • Strong strategic thinking, communication, and project management skills.

  • Ability to work with empathy and professionalism with people from diverse backgrounds, including persons with disabilities.




Reporting Line

The Human Rights Manager will report directly to the Director General of PDAC and collaborate with other departments on cross-cutting initiatives.


Contract and Workstation

  • Duration: Full-time fixed-term contract, renewable based on performance and funding.

  • Location: PDAC Headquarters, with local travel required for fieldwork and stakeholder engagements.
