Position: Administration and Finance Manager
Organization: Persons with Disability Advisory Council (PDAC)
Location: Lesotho
Contract Duration: 5 Years (Renewable, based on performance and funding availability)


About PDAC

The Persons with Disability Advisory Council (PDAC) is a statutory body established under the Persons with Disability Equity Act of 2021. The Council is mandated to promote and safeguard the rights and well-being of persons with disabilities across Lesotho.

PDAC is seeking a highly qualified and experienced Administration and Finance Manager (AFM) to lead and manage its financial, administrative, and operational functions. This position plays a strategic role in ensuring fiscal accountability, operational efficiency, and institutional sustainability.


Key Objectives of the Position

  • Provide strategic leadership in financial planning, budgeting, and reporting.

  • Ensure compliance with financial regulations and organizational policies.

  • Oversee human resources, procurement, and administrative functions.

  • Support and strengthen the operational systems of PDAC.


Key Responsibilities

A. Financial Management

  • Develop and maintain financial policies, procedures, and internal controls.

  • Prepare annual budgets, periodic financial reports, and audited financial statements.

  • Ensure compliance with national laws, donor requirements, and PDAC policies.

  • Oversee financial transactions, bank reconciliations, and payroll.

  • Conduct risk assessments and recommend financial risk mitigation measures.



B. Administration & Human Resource Management

  • Supervise office operations, procurement, logistics, and asset management.

  • Enforce adherence to HR and administrative policies and procedures.

  • Oversee recruitment, onboarding, staff training, and development.

  • Conduct performance management and staff evaluations.

  • Foster a culture of accountability and teamwork.

C. Compliance & Reporting

  • Prepare and present administrative and financial reports for the Director General, Board, and donors.



  • Ensure statutory compliance with tax and labor regulations.

  • Coordinate internal and external audits and implement audit recommendations.

  • Maintain accurate records and documentation for audit and review purposes.


Qualifications and Experience

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related discipline. (Master’s degree is an added advantage.)

  • Minimum of 5 years relevant experience in financial and administrative management, preferably in the public or NGO sector.

  • Demonstrated experience with donor-funded projects, including compliance, reporting, and audits.



  • Proficiency in accounting systems and Microsoft Office Suite (Excel, Word, PowerPoint).

  • Familiarity with disability inclusion frameworks is an asset.

Reporting Line

The Administration and Finance Manager will report directly to the Director General and collaborate with Council members, department heads, and external partners.
