Position Title: Assistant Monitoring & Evaluation Officer
Duty Station: Maseru, Lesotho
Reports To: Monitoring & Evaluation Officer
Contract Duration: Three (3) years, renewable based on performance
Number of Positions: One (1)

Project Background

The Government of the Kingdom of Lesotho, through the Ministry of Agriculture, Food Security and Nutrition (MAFSN), is implementing the Wool and Mohair Value Chain Competitiveness Project (WaMCoP). This seven-year project, funded by the Government of Lesotho, IFAD, OPEC Fund for International Development, Global Environment Facility, and project beneficiaries, aims to improve the economic and climate resilience of wool and mohair value chain actors—particularly farmers, women, and youth—across all 10 districts of Lesotho.

To enhance implementation and coordination, the Ministry is recruiting an Assistant Monitoring & Evaluation Officer.


Job Summary

The Assistant Monitoring & Evaluation (M&E) Officer will support the M&E Officer in collecting, analyzing, and reporting data to monitor project performance. This position ensures that M&E systems are effective and aligned with project goals. The incumbent will collaborate with technical teams, support the development of data tools, participate in evaluations, and promote a strong culture of learning and accountability.


Key Responsibilities

1. Program Support

  • Assist in monitoring data quality and tracking project activity progress

  • Support staff capacity building in M&E processes

2. System Development

  • Assist in the development and implementation of M&E frameworks and KPIs

  • Support the drafting of logical frameworks, data flow charts, and manuals

  • Aid in developing management information systems

3. Data Management & Analysis

  • Conduct field visits to verify data accuracy

  • Analyze performance data and identify trends



  • Propose improvements to data systems and tools

  • Support timely submission of accurate data

  • Participate in internal and external evaluations

4. Communication & Reporting

  • Support timely and high-quality reporting



  • Collaborate in preparing log frames, M&E plans, and targets

  • Assist in review of periodic reports and identify performance gaps



  • Contribute to the preparation of project narrative and financial reports


Qualifications and Experience

  • Bachelor’s Degree in Economics, Statistics, Monitoring & Evaluation, or related field

  • Minimum of three (3) years’ experience in a similar M&E role

  • Experience working on donor-funded projects (IFAD, OPEC, GEF) is desirable


Skills and Competencies

  • Proficiency in Microsoft Project, Excel, and quantitative analysis tools

  • Ability to design surveys, tools, and performance tracking systems



  • Strong written and verbal communication skills in English and Sesotho

  • Experience in capacity building and training in M&E practices

  • Cultural sensitivity, adaptability, and ability to work collaboratively

  • Strong organizational and analytical thinking skills




Contract Terms

This is a full-time position under a three-year contract, renewable based on satisfactory performance and continued project needs.
