Position Title: Assistant Procurement Officer
Duty Station: Maseru, Lesotho
Reports To: Procurement and Contracts Manager
Contract Duration: Three (3) years, renewable based on performance
Number of Positions: One (1)

Project Background
The Government of Lesotho, through the Ministry of Agriculture, Food Security and Nutrition (MAFSN), is implementing the Wool and Mohair Value Chain Competitiveness Project (WaMCoP). The project spans a period of seven years, covering all 10 districts of Lesotho. It is funded by the Government of Lesotho, the International Fund for Agricultural Development (IFAD), OPEC Fund for International Development, Global Environment Facility, and contributions from project beneficiaries.
The overarching goal is to enhance the economic and climate resilience of wool and mohair value chain stakeholders, with a strong focus on improving the livelihoods of women and youth.
To strengthen project implementation capacity, the Ministry is inviting applications from suitably qualified candidates for the position of Assistant Procurement Officer.
Position Summary
The Assistant Procurement Officer will support the Procurement and Contracts Manager in planning, executing, and managing all procurement-related activities in accordance with IFAD Procurement Guidelines, project agreements, and Government of Lesotho procedures. The role is critical to ensuring that procurement operations are conducted efficiently, transparently, and in compliance with international and national standards.
Key Duties and Responsibilities

Support procurement activities in line with IFAD procurement requirements and the project’s financing agreements

Assist with compiling procurement needs across departments to inform annual procurement planning

Draft bidding documents, evaluation reports, and contracts using standard IFAD templates

Maintain accurate procurement documentation and ensure timely updates in the IFAD OPEN system and Contract Monitoring Tool

Participate in tender committees and prepare committee documentation and reports

Solicit quotations from suppliers (national and international) using shopping methods

Draft public procurement advertisements and manage submissions in line with confidentiality protocols

Support bid evaluations and prepare draft evaluation reports

Draft purchase orders and maintain proper documentation of supplier engagements

Collaborate with user departments to verify deliveries and ensure compliance with contract terms

Monitor contract milestones and supplier deliverables, issuing reminders where necessary

Guide departments in drafting terms of reference (ToRs) for consultancy services

Track supplier/contractor payments and maintain updated contract registers
-
Engage regularly with stakeholders to ensure efficient procurement implementation

Support procurement audits and external reviews as required
Qualifications and Experience

A Bachelor’s Degree in Procurement, Supply Chain Management, Business Administration, or Business Management Studies

CIPS Advanced Diploma Certificate is an added advantage

Minimum of three (3) years’ experience in procurement of works, goods, and services within donor-funded projects or public sector frameworks

Familiarity with contract award processes, bid evaluation, and procurement systems
