NTU International is seeking Senior and Junior Human Development Specialists for an upcoming EU-funded project providing technical assistance and evaluations to support the implementation of the Multiannual Indicative Programme (MIP) in Sub-Saharan Africa. This is a unique opportunity to contribute to social protection, education, regional cooperation, and evidence-based policymaking across the region.

1. Social Protection & Human Development
- Support inclusive and sustainable national social protection systems
- Design and implement contributory and non-contributory social protection schemes
- Promote shock-responsive and gender-sensitive strategies, focusing on vulnerable groups
- Develop domestic and external resource mobilization (DRM) strategies for long-term funding
2. Higher Education & Skills Development
- Support access to higher education and skills training through institutions and mobility programs
- Build partnerships between African and European higher education networks
- Promote inclusive education policies for women and persons with disabilities
- Strengthen institutional capacity and education policy reform
3. Regional Cooperation & Governance
- Engage with AU bodies, RECs, and international stakeholders to enhance policy alignment
- Contribute to regulatory development and institutional strengthening
- Conduct impact assessments, collect data, and support evidence-based policymaking
Candidate Profiles
Senior Specialists
- 12–15+ years of experience in social protection, education, or related fields
- Expertise in policy analysis, program implementation, evaluation, and capacity building
- Experience with EU/AU frameworks and collaboration with government or international institutions
Junior Specialists
- 5–7+ years of relevant professional experience
- Background in human development sectors, project support, and research
Required Skills and Knowledge
- Deep understanding of EU and AU policies on human development
- Experience working with institutions like ILO, UN agencies, AfDB, EU, and civil society
- Strong project management, advisory, and stakeholder engagement skills
- Fluent in English and/or French (additional African languages are a plus)
