Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI’s teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

The Clinton Health Access Initiative (CHAI – formerly the Clinton HIV/AIDS Initiative) has been working in Lesotho since 2004 to address some of the most urgent health care needs of the nation. CHAI’s work supports the rapid expansion of access to high quality, essential healthcare for all who need it by improving the organization of commodity markets and by enabling the effective delivery of health services and efficient management of health systems thereby optimizing the use of available resources to save more lives. CHAI has worked to strengthen the Lesotho health system by improving management of health services and availability of human resources for health, strengthening the supply and distribution system, improving laboratory services and planning for sustainable health financing.

The Lesotho Ministry of Health, through its Expanded Programme on Immunization (EPI), supports delivery of routine vaccinations through the health system. The program has recently introduced the use of bivalent Oral Polio Vaccine in place of trivalent Oral Polio vaccine and added the use of Inactivated Polio vaccine to the routine immunization schedule as part of the polio endgame strategy. Later this year, Lesotho plans to replace the current Measles Containing Vaccine (MVC) with Measles Rubella (MR) vaccine. In the coming year, the programme plans to introduce rotavirus vaccine into the immunization schedule. At the same time, the program has undergone numerous evaluations in recent years, which have identified a number of issues related to vaccines and supply chain management, which require strengthening.

CHAI is seeking an experienced, talented, highly motivated, creative, and flexible individual to support the Lesotho EPI as it seeks to reach ambitious targets to strengthen the vaccine supply chain and delivery system. The Analyst will work side by side with EPI counterparts and be responsible for problem-solving and production of high quality, high-impact deliverables that will have a direct tie to strengthening the vaccines supply-chain. There will be one position based in Maseru, with travel to districts within Lesotho and occasional travel for international meetings. The supply chain analyst will report to the Country Director.

The Vaccines Supply Chain Senior Analyst will work independently to support the EPI programme in a number of high impact activities over one year. The analyst will engage the EPI program to support Lesotho’s supply chain to perform more predictably and reliably.

Specifically, s/he will be responsible for the following activities.

  • Strengthen Lesotho’s vaccines supply chain and increase predictability of its performance;
  • Implement immediate measures, as needed, to strengthen the Lesotho vaccines supply chain;
  • support the timely deployment and installation of cold chain equipment that is under procurement with HSS funds, particularly to the District Vaccine Stores;
  • Update the supply chain desk review, looking at evaluations that have previously been conducted in Lesotho;

  • Work with the EPI program to share the supply chain-specific results of a desk review of existing assessments;

  • Perform a complementary outcomes-focused supply chain diagnostic: In partnership with the EPI program and relevant supply chain stakeholders, conduct an in-depth diagnostic of vaccines logistics performance at each of the 3 tiers of the supply chain—national, district, and facility level.

  • Pilot supply chain interventions to improve availability of vaccines at the facility level.

  • Develop costed implementation plan for scale-up if tested interventions are deemed successful and approved by the Government of Lesotho,.

  • Attend EPI Technical Working Group meetings and develop tools and agendas to support the effective functioning of the TWG.

  • Maintain close professional relationships with counterparts in the EPI in order to ensure that the project is aligned with Ministry priorities.

  • Assist with skills building for EPI colleagues in Excel and develop planning tools in order to build their capacity to manage the program.

  • Liaise with CHAI Vaccines global team to ensure that the project incorporates best practices and high standards for new vaccine introduction and systems strengthening.

  • Assist with formulation and tracking of work plans and budgets during the project.

  • Contribute to project reporting requirements as needed.

  • Perform any other responsibilities assigned by the Country Director.

    • University degree (Bachelor’s degree minimum), preferably with a quantitative or a supply chain focus;
    • 2+ years of professional experience in the private or public sector in a results-oriented environment, with a focus on quantitative analysis and production of professional outputs; Supply chain experience strongly preferred
  • Strong problem solving skills; ability to synthesize large volumes of data and derive actionable and high-impact insights

  • Proven ability to operate independently, multitask, set and achieve ambitious targets with limited guidance; able to think creatively about major challenges facing Lesotho;

  • Excellent organizational, planning, and project management skills; ability to develop user-friendly planning tools;

  • Exceptional communication skills, including excellent spoken and written English, and strength in building relationships in an African setting; Excellent proficiency in relevant computer applications, particularly MS Excel, PowerPoint and Word;

  • Knowledge and/or experience of the health sector in Lesotho and/or of vaccines supply chain management is strongly preferred.

  • Knowledge of Sesotho is an advantage, but not required;

  • Willing to travel within Lesotho and externally, up to 25% of time.
